Wing received the B.S.(Eng) degree from The University of Hong Kong and the M.S. and Ph.D. degrees in Electrical and Computer Engineering from The University of Texas at Austin. From 1995 to 1997, he was with Southwestern Bell Technology Resources (now AT&T Labs), Austin, Texas, responsible for broadband network architectural design and performance analysis. From 1997 to 2004, he was with the Performance Analysis Department, Bell Laboratories, Lucent Technologies, Holmdel, New Jersey, where he served as a technology/ performance consultant and a key technical contributor to various business units and product development teams. His past projects include High-speed switching/ routing architecture design ; QoS-based routing algorithm ; Provider-Provisioned VPNs, 10Gbps+ Metropolitan Ethernet Switch Architecture and Services ; Distributed Traffic Measurement/Characterization, Intrusion detection, and Defense against Distributed Denial of Service Attacks. He joined Qualcomm, San Diego, California in 2004, to work on IETF/3G Mobility Management Protocols/Standards and to design the architecture for the Next Generation Wireless Packet Data Networks. Between Nov. 1999 and June 2001, he was on leave from Bell Labs and taught at the University of Hong Kong where he served as the Associate Director for the MSc Programme in E-Commerce and Internet Computing. He also served as an Overseas Instructor for the programme between 2001 and 2005.
Wing joined the Department of Information Engineering of the Chinese University of Hong Kong in August 2005 as an Associate Professor. He also serves as the Director of Mobile Technologies Centre (MobiTeC).
